AMATA City Lao and PTT Lao collaborate to develop landmark EV Truck Park

AMATA City Lao Company Limited and PTT (Lao) Company Limited have signed a pivotal Memorandum of Understanding (MOU) to jointly assess the feasibility of developing a comprehensive Electric Vehicle (EV) Truck Park project.

This project aims to revolutionize green logistics infrastructure by providing dedicated parking and ultra-fast charging facilities for electric heavy-duty vehicles at the strategic locations of AMATA Smart & Eco City in Namor, Oudomxay Province, and Nateuy in Luang Namtha Province, Lao PDR.

The collaboration marks a significant milestone in the transport sector's transition toward clean energy, aligned with national policy and the availability of clean electricity, while tapping into the growing opportunity of cross-border logistics in northern Laos, where EV truck fleet adoption has significantly risen in recent years. Designed to become a strategic EV corridor, the project aims to enhance competitiveness, reduce logistics costs, and foster sustainable trade and investment connectivity across the Thailand-Lao-China corridor.

The official MOU was signed recently at the Souphattra Hotel in the capital of Vientiane, with senior government officials and private sector leaders in attendance to witness the partnership.

Reflecting on the strategic importance of the initiative, a representative from the Ministry of Industry and Commerce (MOIC), Dr. Manothong Vongsay, Vice-Minister stated The MOIC fully supports AMATA's EV Truck and EV Truck Park projects.

This initiative is fully in line with the National Policy on EV Promotion, which was launched by the Lao Prime Minister's Office in May this year. The policy seeks to accelerate the uptake of electric vehicles to advance cleaner, more sustainable logistics and transport throughout the country. Aiming for 30% EV adoption by 2030, the government will provide support and financing mechanisms for EVs, foster the development of charging and maintenance infrastructure, and encourage partnerships for technology transfer.

The country intends to harness its wealth of renewable energy and promote a cleaner, greener transport system, while establishing the foundation for a domestic EV industry.

With the signing of the MOU, the project also aims to integrate electric heavy-duty trucks with the Laos-China Railway. This integration is anticipated to significantly reduce transportation costs, attract foreign direct investment, and help position Lao PDR as a sustainable, land-linked hub within the region.

Varong Tangpraprutgul, Managing Director of AMATA City Lao, stated that the project aims to lay the foundation for an integrated service hub designed to accommodate the growing fleet of electric trucks.

"This initiative is a critical component of modern transport systems, aimed at lowering carbon emissions, facilitating smoother cross-border movement, and solidifying the Lao PDR's position as a robust and sustainable logistics hub," he said.

"By combining AMATA's expertise in industrial city development and strategic land management with PTT (Lao)'s strengths in energy, infrastructure, and service networks, we are set to launch a prototype for clean-energy transport in northern Lao" Mr Varong added.

The project represents a core pillar of the AMATA Smart & Eco City concept, which integrates smart technology, high-quality infrastructure, and renewable energy to support both industrial investment and sustainable logistics.

Peravej Na Ranong, Managing Director of PTT (Lao), noted that the company is prepared to leverage its energy expertise to conduct rigorous commercial and technical feasibility assessments.

"PTT (Lao) is committed to achieving 'Seamless Mobility.' We are actively expanding from a traditional oil ecosystem toward an integrated energy solution ecosystem.

This project offers a tangible pathway for logistics operators to transition to clean energy, with potential for further expansion into a wider energy network along key transport routes," he explained.

Under the agreement, the two companies will establish a joint working group to conduct site surveys, assess technical viability in Namor and Nateuy, and design the most efficient business and operating models.

AMATA City Lao will provide land and facilitate government liaison, while PTT (Lao) will lead the development of energy technologies and infrastructure.

The proposed EV Truck Park is envisioned as an all-in-one service hub for electric logistics.

Plans include the installation of ultra-fast charging systems, alongside essential facilities for drivers—such as rest areas, retail outlets, shower facilities, and affordable accommodation.

The partnership underscores AMATA's 'ALL WIN' philosophy, which seeks to generate shared value for the business sector, government, and the environment.

By fostering a green supply chain, the initiative aims to reinforce the Lao PDR's role as a vital nexus for trade and investment within the ASEAN region.
