Mr. Kunio Mikuriya, Secretary-General of WCO said that the WCO Security Project originated from the G7 Summit held in Ise-Shima, Japan on May 26-27, 2016. One of the main topics of the Conference was "Countering Terrorism and Violent Extremism", taking into account the global community has neglected terrorism in areas with free access and low security; and terrorists utilize social media for terrorist operations and transnational crimes. I doing so the security of people, economic development and political stability were threaten. The G7 Summit therefore agreed that appropriate measures were adopted to sustainably address these issues. As a result, the "G7 Action Plan on Countering Terrorism and Violent Extremism" was endorsed and implemented. The Action Plan focuses on assisting Customs administrations and relevant agencies in the Asia / Pacific region, especially in Southeast Asia to cope with security related issues. The three measures include: counter terrorism measures, empowering alternative voices and tolerance in society and capacity building. In this connection, WCO has developed the "WCO Security Programme" with relevant technical assistance and capacities building as follows:
• The continued use of the WCO's Programme Global Shield (PGS) as a vehicle to reduce terrorist organizations' ability to obtain improvised explosive devices (IED), including the diversion of chemicals and other parts used in their manufacture;
• The utilization of Advance Passenger Information (API) and Passenger Name Records (PNR) to perform effective risk analysis on passengers in order to stem the flow of FTFs and other terrorist groups; and
• A reduction in the ability of all terrorists to obtain small arms and light weapons (SALW).
The WCO Security Programme received financial support from the Government of Japan with the total amount of 7 million US dollars
"The Customs Department is the key administration to conduct border control as a front line officer to combat transnational crime and terrorism. Therefore, Customs officers must strictly control the movement of goods, monetary instruments, people and all forms of cross-border traffic. Thailand is honored by WCO to be the venue for the launching ceremony of the security projects, implying that our country is ready in many ways. For today, chief executives from Customs Administrations of more than 20 countries in the Asia /Pacific region, representatives from international organizations such as INTERPOL, UNODA, International Air Transport Association (IATA), Thai government agencies, and relevant private sectors are invited to attended this important event. The key objective of this event is to provide the security project details and to make known the role of Customs in border security. Thai Customs will work closely with all levels of security agencies, border control agencies both regional and international levels to implement efficiently and effectively control measures against all forms of transnational crime and terrorism." said Mr. Kulit Sombatsiri, Director-General of Thai Customs.
