SPRC Names Herbert Matthew Payne II New CEO and Director

Star Petroleum Refining Public Company Limited (SPRC) announced the appointment of Herbert Matthew Payne II (Matthew) as its new CEO and Director, effective July 1, 2025. He succeeds Robert Dobrik who had spent nearly 4 years leading SPRC through significant milestones highlighted by the acquisition of the Caltex fuels business and its integration into the SPRC family.

Matthew brings over 25 years of experience in the refining and marketing industry as well as his leadership to guide SPRC forward. His appointment marks a pivotal step in SPRC's long-term growth strategy and its commitment to deliver superior shareholder returns through optimization of our refining and marketing value chain. He envisions a future where SPRC not only achieves remarkable business milestone but also makes a positive impact on the industry, the community, and the Kingdom of Thailand.

Matthew graduated with a bachelor's degree in Chemical Engineering from University of South Alabama, U.S.A. He was previously based in Bangkok as General Manager - International Products, Value Chain Optimization with Chevron where he had been responsible for the optimization of Chevron's refining, marketing, and trading sales activities across Southeast Asia, the Middle East, and Europe. Matthew has also served on SPRC's Board of Directors since 2022, giving him a deep understanding of SPRC's values and business strategies.
