The ASEAN Common Carbon Framework (ACCF) was in the spotlight at the ASEAN Pavilion during the UNFCCC COP30 in Belem, Brazil, through a panel session titled "ASEAN Common Carbon Framework: Bridging National Priorities with Regional Goals." The signatory organizations—the Malaysia Carbon Market Association (MCMA), the ASEAN Alliance on Carbon Markets (AACM) and the Singapore Sustainable Finance Association (SSFA)—served as co-hosts of the session. While representatives from the Carbon Markets Club (CMC) of Thailand and the Indonesia Carbon Trade Association (IDCTA) were not present at the session, both continue to play an active role in the ACCF's development and implementation.
The panel featured Dr. Renard Siew, Group Head of Corporate Sustainability at Yinson Holdings; President of MCMA; and Chair of the ACCF Steering Committee, Natalia Rialucky, Founder and CEO of Fairatmos; and Deputy Chair for Intra-ASEAN Relations at AACM, and Anshari Rahman, Director, Strategy and Development Group (Policy & Analytics) at GenZero; and ACCF Steering Committee Representative for SSFA, and was moderated by Kavitha Menon, Director of SSFA. The panelists reflected on the ACCF's starting point at COP29, where it was launched through a Memorandum of Collaboration as an industry-driven mechanism to connect national climate efforts with regional ambitions and strengthen the credibility of ASEAN's carbon markets. Dr. Renard said, "Over the past year, the ACCF has progressed from a concept to a more concrete work plan, establishing shared principles and approaches that help countries move in the same direction and enhance the interconnectedness of ASEAN's carbon markets."
The progress of ACCF's mission has begun to gain formal recognition at the ASEAN level, as reflected in its mention in the Joint Media Statement of the 57th ASEAN Economic Ministers' Meeting, the ASEAN Joint Statement to COP30, and the Guidance for an ASEAN Voluntary Carbon Market issued by the ASEAN Capital Markets Forum. These references underscore that this collaborative framework is increasingly being considered as one of the key elements supporting the development of carbon markets in the region.
The ACCF work plan is organized around three core pillars: Supply and Demand, Market Infrastructure, and Strategic Communications and Capacity Building, with policy and regulatory alignment and pilot projects as cross-cutting priorities. The Framework emphasizes alignment with Article 6 of the Paris Agreement and the design of interoperable systems that can enhance trust among investors, regulators, and stakeholders across ASEAN.
Looking ahead, the ACCF will focus on broadening participation among ASEAN member states, deepening engagement with regulators and ASEAN sectoral bodies, moving toward regional acknowledgement or endorsement of ACCF principles when sufficient trust and track record have been established, and developing pilot demonstrations to test interoperability and market-infrastructure options. Ensuring leadership continuity beyond the initial two-year MoC period, potentially through rotating roles among member associations, will also be important for maintaining momentum. The panel concluded that success in the coming phase will be reflected through clear regional guardrails, real-world interoperability pilots, and stronger investment signals that help channel finance into high-integrity carbon projects across ASEAN.
Gloyta Nathalang, Senior Executive Vice President, Sustainability Management and Corporate Communications, Bangchak Corporation Public Company Limited, and Chairperson of CMC, as a MoC signatory to the ACCF, said "Over the past year, we have seen progress within the ACCF, from policy coordination and the development of shared approaches to the expansion of collaboration across ASEAN. At the same time, the Framework is still in the process of establishing a more fully developed central communications system. CMC will therefore support the ACCF's communications and capacity-building efforts in the coming year, helping to raise awareness of the Framework and report on its ongoing development while preparing for a more interconnected carbon-market landscape across ASEAN. This work will be carried out in close cooperation with ACCF partners, as well as relevant government agencies, private-sector organizations, and stakeholders in Thailand and across the region."
