Commerce Ministry holds its first e-Auction

Biz Dimension Co., Ltd. continues its lead in Thai government's e-procurement drive. The company recently conducted e-procurement auctions for the Ministry of Commerce (MOC), helping the ministry to achieve savings as much as 30.47%. With these encouraging results, the e-Auction Committee of Ministry of Commerce expressed high optimism and planned to carry out more online auctions soon.

Mr. Simon Chan, President of Biz Dimension, said, "On January 17, 2003, we have successfully completed two online procurement auctions for the Ministry of Commerce.   The first one was for procuring facsimile machines, which we can save as much as 30%. The second one was for floppy disks, which we can save around 29%. The Sealed RFQ auction model was used in both rounds."

Mr. Kavee Rouyruen, Deputy Permanent Secretary and Chief Information Officer (CIO) of Ministry of Commerce, expressed optimism after attending the ministry's first-ever online auctions. He acknowledged his organization's first-ever online auctions as a success and a steppingstone to a more transparent procurement process, which all participants could monitor the progress.

"In the first auction, we bought facsimile machines for the Office of the Permanent Secretary of Ministry of Commerce, Department of Business Development and Department of Export Promotion.   Seven suppliers joined the bidding with Ricoh (Thailand) Limited winning the auction, providing 30.47% of savings.   In the second auction, we bought floppy disks for use in various departments of the ministry.   Seven suppliers participated the auction with Anson Co., Ltd. winning the bid.   The ministry saved 28.99% from its expected market price," he said.

He went on to reveal that more auctions would be launched after the ministry aggregated the purchasing requirements of all departments for the first quarter of 2003.   He expected even more favorable prices in the future rounds as the volume of each auction would be 3-4 times higher than those of the first two auctions.

In addition to two satisfactory results, the e-Auction Committee of Ministry of Commerce applauded Biz Dimension team's expertise and quality of service on organizing such auctions.
